Best Practices and Lessons Learned in Implementing a Business Intake Process – (A Case Study)

Abstract: More and more government agencies are using intra-, and inter-agency shared services to manage cost. Managing demand means knowing what’s work is being done and what work is being planned. A business intake process is widely used in commercial businesses for pricing and resourcing new business and initiatives. However, it is often overlooked in federal and local government organizations. This session will review how one of the Federal Aviation Administration’s franchise organizations, the Enterprise Services Center, designed a business process that would allow them to plan the work in the pipeline while managing customer expectations. Of course, designing the process is the easy part. Living through the execution makes awesome fodder for a case study in taking a good idea and beating into a great one that actually meets the intended need.

Delinda Fitzgerald began her career in Information Technology at the U.S. Postal Service where she managed the IT department at the USPS National Center for Employee Development from 1994 through 2001 with oversight of all application development and information technology operations. She was promoted to USPS headquarters in 2001 where she served as Project Specialist for enterprise-wide, strategic learning initiatives. In September 2008, Delinda accepted a position with the Federal Aviation Administration (FAA) to launch a new project management office for the Enterprise Services Center (ESC) at the Mike Monroney Aeronautical Center in Oklahoma City, Oklahoma. Delinda oversees the ESC project portfolio of projects and prorams as well as overseeing project activity for other government agencies with a cadre of full-time project managers, project coordinators and other support personnel.

 Delinda holds a Master of Science degree in Management and a Bachelor of Science degree in Organizational Leadership from Southern Nazarene University in Bethany, Oklahoma. She also holds the Project Management Professional (PMP) certification from the Project Management Institute (PMI) and the ITIL Foundations V3 certification from PeopleCert.

 Delinda is a long-standing member of the Project Management Institute and served on the Board of Directors of the PMI Oklahoma City chapter from 2006 through 2009 including two years as Chapter President. Delinda has two sons who proudly serve in the United States Army and Air Force. She lives in Oklahoma City, Oklahoma with her husband Kevin and their three beloved dogs.

Any person or organization not affiliated with PMI OKC may not use, copy, alter or modify PMI OKC photographs, graphics, videography or other, similar reproductions or recordings without the advance written permission of an authorized designee from PMI OKC.
